Ecuador president: Snowden can't leave Moscow

PUERTO VIEJO, Ecuador (AP) ? Ecuadorean President Rafael Correa has told The Associated Press that National Security Agency leaker Edward Snowden is "under the care of Russian authorities" and can't leave Moscow's international airport without his U.S. passport.

In an interview with the AP Sunday morning, Correa said he had no idea Snowden's intended destination was Ecuador when he fled Hong Kong for Russia last week. He said the Ecuadorean consul in London committed "a serious error" without consulting any officials in Ecuador's capital when the consul issued a letter of safe passage for Snowden.

Correa said "the case is not in Ecuador's hands" and said Snowden must assume responsibility if he broke U.S. laws. But Correa said the broader legitimacy of Snowden's action must be taken into consideration and Ecuador would still consider an asylum request.

Bill Haas pulls away to win at Congressional

BETHESDA, Md. (AP) ? Bill Haas won the AT&T National on Sunday and joined some distinguished company.

Haas pulled away from a crowd of contenders with three straight birdies, two key pars and one good hop out of the rough. It led to a 5-under 66 on a muggy day at Congressional and a three-shot win over Roberto Castro.

As many as six players had a share of the lead at some point until Haas rolled in a 10-foot birdie putt on No. 8. Worried about a splotch of mud on his ball, he hit his approach to just inside 12 feet for birdie on the par-5 ninth, and then hit a 5-iron to 10 feet for another birdie on the 10th.

Haas led by at least two shots the entire back nine, though he never allowed himself to think about winning until he stood over a 3-foot par putt on the 18th hole and realized he had three putts to win.

"I just kept the ball in front of me," Haas said. "Nothing too crazy."

Haas has won at least one PGA Tour event in each of the last four years, joining Phil Mickelson, Dustin Johnson and Justin Rose. And with a half-dozen players trying to win for the first time on tour, Haas kept a high pedigree of winner at the AT&T National. In the seven-year history of the tournament, Rose was the lowest-ranked player to win. He was at No. 35 in 2010 at Aronimink.

The 31-year-old won for the fifth time in his career, and this was the first one with Tiger Woods on the property ? not to play, but to hand out the trophy. Woods sat out this week with an elbow injury and won't play again until the British Open, though he was impressed with what he saw.

"He played beautifully today," Woods said. "He handled his business through the tougher stretch of holes and pulled away."

Castro, part of a four-way tie for the lead at the start of the final round, made Haas work for it.

The other leaders fell away. Andres Romero had a double bogey on the fourth hole and shot 75. James Driscoll didn't make a birdie in his round of 74.

Jordan Spieth, the 19-year-old from Texas who needs a win to become a PGA Tour member and be eligible for the FedEx Cup playoffs, started his day by holing out from a fairway bunker for eagle and chipping in for birdie to tie for the lead. He dropped a shot at No. 11 ? the hardest hole at Congressional ? about the time Haas was on his critical run of birdies. Spieth had a 69 and finished sixth, pushing his earnings for the year over $1.1 million.

Castro bogeyed the opening hole, and that was his only mistake. He was one shot out of the lead at the turn, couldn't match birdies with Haas at the par-3 10th, and then stuck with him the rest of the day.

"It helped that Roberto played so well," Haas said.

Haas, who finished on 12-under 272, never allowed himself to think about winning, even after he seized control around the turn. Congressional wouldn't let him. Even though he made 15 birdies on the weekend, he remembered the triple bogey on the 11th hole Saturday that temporarily derailed him.

This time, he found the fairway, hit onto the green, took two putts for par and exhaled.

Haas saved par from a bunker on the par-3 13th with a 6-foot putt that swirled 360 degrees around the cup before falling, and then picked up an unlikely birdie on the 14th when his 9-iron was drifting toward a mound covered with shaggy rough to the right of the green. It hopped off the mound to about 10 feet, and he went from a possible bogey to a birdie when he made the putt.

He made one more birdie with a wedge that checked up a foot from hole on the par-5 16th, and Haas was on his way.

The biggest struggle after that was hoisting the silver trophy of the U.S. Capitol over his head in the stifling heat of the closing ceremony on the 18th green.

Haas was still smarting over losing a three-shot lead in the final round at Riviera, making five bogeys in a seven-hole stretch in the middle of his round. He had the 36-hole lead at the Memorial until a 76-71 weekend.

He was solid on Sunday at Congressional, and the win moved him to No. 7 in the FedEx Cup standings with the playoffs about two months away. That's important to Haas, who won the FedEx Cup in 2011 and failed to qualify for the Tour Championship last year.

D.H. Lee made nine birdies to match a tournament-best 64 and tied for third with Jason Kokrak, who briefly shared the lead on the front nine and had a 69. Stewart Cink closed with a 67 and finished alone in fifth, his best finish on the PGA Tour since he reached the quarterfinal of the Match Play Championship in 2010.

The Cabinet has come up with proposals on international business transactions that should require parliamentary approval and those that should be exempted.


Consequently, it has tasked the Attorney General and Minister of Justice to submit the proposals to Parliament for consideration.

Following recent Supreme Court rulings on judgement debts paid to some companies, Parliament set up a committee to determine the categorisation of international business transactions that requires approval of Parliament and those that should be exempted.

The Supreme Court, on June 14, 2013, ordered a construction firm, Waterville Holdings, to refund to the government all sums paid it in the controversial GH?51 million judgement debt case.

The court held that the payments involved contracts that required parliamentary approval, a process which was side-stepped, and therefore rendered the contract unconstitutional.

Again, the Supreme Court, on June 21, 2013, ordered Spanish energy company, Isofoton SA, to refund to the Government of Ghana the cedi equivalent of $325,472 it received as judgement debt.

Briefing journalists at the Flagstaff House in Accra yesterday , the Minister of Information and Media Relations, Mr Mahama Ayariga, said the Cabinet, on Thursday, June 28, 2013, proposed that any international business transaction supported by a loan should require parliamentary approval.

Again, the Cabinet proposed that where funds, including funds from the Consolidated Fund, could be used to service the loans for any international business transaction, such a transaction should go to Parliament for approval.

It suggested that where contingent liability could be put on the government, the business transaction should require parliamentary approval.

Besides, the Cabinet was of the view that any business transaction which was defined by law should go to Parliament for approval.

Mr Ayariga said the Cabinet proposed that businesses involving state-owned enterprises should be exempted from going to Parliament.

However, there would be no sovereign guarantee for such business transactions.

The Cabinet again suggested that subsidiary agreements should not go to Parliament for approval, because the master agreements covering them should have gone to Parliament for approval.

Again, the Cabinet was of the view that projects already captured in the budget should not go to Parliament for approval.

However, it indicated that if the costs of projects captured in the budget were beyond a certain amount to be agreed on, then it should require parliamentary approval.

He said the idea was to create the situation for the international business community to have confidence in Ghana, regarding business transactions.

Cancer risks double when two carcinogens present at 'safe' levels, epigenetics study finds

June 28, 2013 ? Science knows that arsenic and estrogen can cause cancer. At certain very low levels, the chemicals offer little to no threats to human health.

However, new research conducted by Texas Tech University scientists has found that low doses of both chemicals together -- even at levels low enough to be considered "safe" for humans if they were on their own -- can cause cancer in prostate cells.

The combination of the two chemicals was almost twice as likely to create cancer in prostate cells, the research found. The study published online in the peer-reviewed journal The Prostate.

Kamaleshwar Singh, an assistant professor at The Institute of Environmental and Human Health (TIEHH) at Texas Tech said the findings could have an impact on health regulations regarding the "safe" doses of these chemicals and others. Most regulations are set by testing one chemical at a time on cells. Very few if any have looked at multiple chemicals at the same time.

"The majority of cancers are caused by environmental influences," Singh said. "Only about 5 to 10 percent of cancers are due to genetic predisposition. Science has looked at these chemicals, such as arsenic, and tested them in a lab to find the amounts that may cause cancer. But that's just a single chemical in a single test. In the real world, we are getting exposed to many chemicals at once."

Singh said he became interested in studying two chemicals at once after looking at arsenic's carcinogenic properties in a previous paper.

Because cigarette smoke and well water in some areas, including India, Mexico and even Lubbock county, can contain arsenic, Singh and his doctoral student, Justin Treas, wondered how the carcinogenic properties might change when paired with the presence of another carcinogenic chemical.

The two focused on estrogen because of the chemical's abundance. Many plastics, such as food can liners and bisphenol A (BPA), release small amounts of chemicals that mimic estrogen in the body.

"Co-exposure was creating a greater impact," Singh said. "That was one of the important findings of our study. The next thing we wanted to know is how these two chemicals are creating a greater effect."

Unlike stronger chemicals that do major damage to the DNA in a cell, such as benzene, arsenic and estrogen aren't major mutagens Singh said. Instead, their presence tends to stop certain genes from expressing. The process is called DNA hypermethylation.

In the experiment, human prostate cells were treated about once a week for six months with arsenic, estrogen and a combination of the two. Many of the tests involved levels of arsenic, estrogen or both at levels considered safe by the Environmental Protection Agency.

Treas said the two chemicals stopped the MLH1 gene, which is responsible for sending the signal to start the self-destruct sequence when a cell is damaged. Because the self-destruct couldn't activate, the cells became cancerous after exposure.

"With the lower dose not killing the cell, it's causing damages that go under the cell's radar," Treas said. "We found when you have two compounds together, lower doses could be more serious problem."

FDA Gets Tough on Tobacco

As the Food and Drug Administration this week announced the rejection of four proposed tobacco products, experts voiced hope that the federal government can diminish tobacco use through regulation.

The FDA's decision Tuesday marked the first time tobacco products were subject to federal oversight. The FDA also authorized two new tobacco products though they are versions of what's already on the market.

The FDA's authorizations come four years after the passage of the Family Smoking Prevention and Tobacco Control Act, which gave the FDA the ability to regulate any new tobacco products put on the market.

"[The] historic announcement marks an important step toward the FDA's goal of reducing preventable disease and death caused by tobacco," FDA commissioner Dr. Margaret Hamburg said in a statement.

According to the Centers for Disease Control, tobacco smoke and secondhand smoke is responsible for the death of 443,000 Americans each year. Experts said the FDA's regulations were just one small step towards diminishing the use of tobacco in the U.S.

Dr. Richard Hurt, founder and director of the Mayo Clinic Nicotine Dependence Center in Minneapolis, said he was pleased the FDA had started to regulate products, although he remained concerned that it took the FDA four years to make a final decision about six products.

"This is just the toe in the water of the FDA's regulation," said Hurt. "All of us in the tobacco field have been waiting for them to do something."

Mitch Zeller, director of the FDA's Center for Tobacco Products, admitted that the process "has taken time," but believed it would become more streamlined in the future.

"As all involved parties continue to gain more experience, FDA expects the process to move much more quickly," Zeller told reporters during a call on Tuesday.

Some 4,000 tobacco products await FDA authorization. Approximately 3,500 of those products are already on the market because they beat a deadline that would have held them off the market pending FDA authorization. They are allowed to remain on the market unless the FDA issues an order saying they do not meet specific standards.

The products that were authorized were two different kinds of Newport non-menthol cigarettes from the Lorillard Tobacco Co. The FDA said they would be allowed on the market because they did not raise different public health questions than comparable products already on the market. By law, the FDA cannot name the four products that were rejected or their manufacturers.

The FDA said there could be a number of reasons new tobacco products do not get authorization, such as if they raise questions of public health, or if there was a lack of data on their impact on public health or incomplete test data.

The FDA's authorization did not mean the products were any healthier than other tobacco products. The FDA authorizes the products on the basis that they will not present more harm to the public health than a comparable product already on the market.

Though the two products passed FDA muster under the guidelines of the Family Smoking Prevention and Tobacco Control Act, that does not allow Lorillard to claim they have FDA approval, because they do not meet the criteria of being "safe and effective" for users.

Lorillard Tobacco CEO Murray Kessler said he was "pleased" with the FDA's ruling.

How To Avoid Health Hazards At The Beach

Every year, millions of Americans flock to the beach as a fun, low-cost way to escape the summer heat for a few hours or a long weekend. Though the seaside undeniably offers its share of escapist pleasures, it also plays host to some unique dangers of its own. When you hit the beach this summer, it's important to stay alert for hazards in the water and on land. Here are some lurking dangers that can turn your favorite summer oasis into an emergency situation, along with tips that can help keep you safe:

Water Hazards
Before stripping down to your swimsuit and making a mad dash into the waves, pause and take some basic precautions. "First of all, know how to swim," says Mark Tew, chief of Marine and Coastal Weather Services for the National Weather Service. "Never swim alone. And for maximum safety, only swim where there's a lifeguard and obey all instructions."

Tew also recommends making sure everyone is aware of dangers like rip currents, the narrow channeled currents of water that flow away from the shore. Generally ranging in width from 10 to 20 feet, these swift-moving streams of water can carry swimmers away from the shoreline. According to the United States Lifesaving Association, rip currents cause about 100 fatalities in the U.S. every year, and lifeguards rescue more than 50,000 swimmers caught in currents annually. "There's a lot of people who don't seem to understand the danger of rip currents," Tew says. "It's best if people prepare in advance."

Before going into the water, talk to a lifeguard or look around for informational signs, Tew says. Many beaches use flags to let swimmers know about rip current dangers.

If you do find yourself caught in a rip current, stay calm and don't fight it, Tew advises. Instead, escape by swimming in a direction parallel to the shoreline. If you can't swim out, Tew suggests floating or treading water until the current weakens, and then make your way back to shore. And be sure to try to get the attention of the on-duty lifeguard. "If there's any time you feel you'll be unable to reach the shore, try to draw attention to yourself: Face the shore, call out or wave for help," Tew says.

Shocks And Stings
Some jellyfish hanging around beaches -- including common sea nettles and more dangerous varieties like the Portuguese Man-of-War in the south -- can cause discomfort or even pose a serious threat to beachgoers. "When you're in the water and jellyfish are around, the best thing to do is to avoid them," says Butch Arbin, captain of the Ocean City, Maryland Beach Patrol.

If you're stung, return to shore, Arbin says. Remove anything that may be stuck to the sting, like tentacles, and then dry the area. Be sure to blot skin dry, rather than rubbing it. And instead of relying on home cures (some people suggest everything from vinegar to urine as a quick fix), visit the lifeguard stand, where the patrol should have products to help clean and numb the sting.

If you have a bee or seafood allergy, be sure to seek help immediately, Arbin says. In some rare cases, people with allergies can have more severe reactions, including swelling in the throat or difficulty breathing.

Sunburn
Even on cloudy days, beachgoers are still at high risk for sunburn, Arbin says. And being outside along the shore comes with a unique risk: White sand and water can reflect sunlight back at you, and it can also sneak in under your umbrella or hat.

Protect yourself from immediate sun damage and the long-term threat of skin cancer by always wearing sunscreen, making sure to reapply regularly after swimming or engaging in physical activity. "Some sunscreens say 'waterproof' and all that, but the truth is, if you're in the water and you're perspiring, some of the sunscreen is washing off," Arbin says.

For best results, apply sunscreen just after getting out of the shower when your pores are open, which allows more sunscreen to be absorbed. And be sure to lather sunscreen onto the places you wouldn't expect to burn, such as the tops of your feet and below tan lines, Arbin says.

Heat
Nothing can sour a beach trip quite like a case of heat exhaustion. Symptoms include feelings of weakness, dizziness and nausea, brought on when the body loses fluids and starts to overheat. If heat exhaustion goes untreated it can turn into heatstroke, which occurs when the body's sweat mechanisms start to shut down, leading to a rise in internal temperature and organ failure.

If you begin to experience any of the symptoms of heat exhaustion, get out of the heat and sun immediately, and start rehydrating with cold water, Arbin says. Avoid sports drinks and soda, which contain sugars and chemicals that need to be digested. Instead, drink plain water, which is the liquid most quickly absorbed into the body, Arbin says.

You can help prevent heat exhaustion by avoiding alcohol (which causes your body to eliminate water more quickly) and by staying hydrated throughout the day. "Thirst is not a good indication of a need to rehydrate," Arbin says. "Because when you feel thirsty, that's an indication that you're already dehydrated. So when people say, 'Wow, I'm thirsty, I better get a drink,' really you're starting to feel the signs of dehydration. So for parents, you need to push the water, you need to push the liquids."

Shifting Sands
Sand dunes can shift and collapse unexpectedly, leading to burials, bruises and broken limbs. Be careful when exploring sand dunes and don't overestimate their stability, says Travis Heggie, a professor at Bowling Green State University in Bowling Green, Ohio.

Elsewhere on the shore, children ? who love to dig holes through beach sand -- can find themselves trapped or crushed by tunnel collapse or by stumbling into hidden sand pits or old holes. When digging, keep any hole knee-deep to the smallest person in your group, Arbin says.

And while it's important to let kids be kids, Heggie recommends keeping a close eye on loved ones whenever you visit a beach. Watch out for pre-existing sand holes and take stock of your surroundings. "We don't want to scare everybody," Heggie adds. "Face it, the beach can be a wonderful experience, but dang it, you better have your sunscreen on, and you better be wary of the environment you're playing in."

Dem Rep. Markey wins US Senate election in Mass.

BOSTON (AP) ? Longtime Democratic U.S. Rep. Edward Markey defeated Republican political newcomer Gabriel Gomez in a special election on Tuesday for the state's U.S. Senate seat long held by John Kerry, a race that failed to draw the attention that the state's 2010 special Senate election did.

Markey, 66, won the early backing of Kerry and much of the state's Democratic political establishment, which was set on avoiding a repeat of the stunning loss it suffered three years ago, when Republican state Sen. Scott Brown upset Democratic state Attorney General Martha Coakley in the election to replace the late Democratic Sen. Edward Kennedy.

Gomez, a 47-year-old businessman and former Navy SEAL, positioned himself as a moderate and Washington outsider who would challenge partisan gridlock, contrasting himself with Markey, who was first elected to the U.S. House in 1976.

With almost all precincts reporting late Tuesday, Markey had 55 percent, or about 629,000 votes, and Gomez had 45 percent, or about 513,000 votes.

Markey, who declared victory two hours after the polls closed, ticked off a slew of legislative priorities. He said he wanted to help spark a "green energy revolution," protect seniors, boost job growth in Massachusetts and ensure young people can attend college without shouldering enormous debt.

Markey, who has served in the state's congressional delegation for 37 years, also emphasized his humble roots in Malden.

"Thanks to the opportunities this country gave me, this son of a milkman is going to serve the state of Massachusetts in the United States Senate," he said.

He told voters he doesn't take the Senate race win lightly.

"I go there to stand for you. To speak for you. To seek change that lifts up your families and your future," he said.

Gomez said he wished Markey "nothing but the best." He said he'd waged the campaign with honor and integrity but was heavily outspent by Democrats.

"Not every fight is a fair fight," Gomez said in his concession speech. "Sometimes you face overpowering force. We were massively overspent. We went up against literally the whole national Democratic Party. And all its allies."

Markey outspent Gomez throughout the race, and Republicans were unable to match a well-oiled Democratic field organization in an election that saw relatively light turnout in much of the heavily Democratic state.

Kerry left the Senate this year after being confirmed as U.S. secretary of state. Markey will fill out the remainder of Kerry's term, which expires in January 2015, meaning that another Senate election will be held a year from November.

Despite Markey's lengthy career in Congress, he will become the state's junior senator to Elizabeth Warren, who has been in office less than six months after defeating Brown last November.

Markey led in pre-election polls but said Tuesday when he voted with his wife that there was no overconfidence in his organization. President Barack Obama, former President Bill Clinton and Vice President Joe Biden visited Massachusetts over the final two weeks of the campaign to shore up support for him.

Obama congratulated Markey on his victory Tuesday and said he looked forward to working with him to strengthen the U.S. economy and protect the middle class.

"He's earned a reputation as an effective, creative legislator, willing to partner with colleagues across the aisle to make progress on the issues that matter most," Obama said in an emailed statement.

Gomez had said while voting Tuesday in Cohasset, where he lives with his wife and children, that the election was about choosing the future over the past and what he called Markey's failure to take on the important issues.

In Cambridge, Lori Berenson, 51, said she voted for Markey mainly because she was skeptical of one of Gomez's main campaign pitches: his request for just 17 months in office.

"He thinks in 17 months he's going to accomplish what Markey hasn't done in 37 years?" she said.

But David Wanders, 43, of Stoughton, said he voted for Gomez because he felt Markey had been in Washington too long.

"He's a lifer," said Wanders, an independent who voted for Obama in the last election. "I don't think he lives here. He lives in Washington."

Markey spent more than $8.6 million on the race through the end of the last reporting period June 5, compared with $2.3 million by Gomez, according to Federal Election Commission records.

Outside groups also poured about $6 million into the Markey-Gomez contest, in the absence of an agreement between the candidates akin to one that had kept most outside money out of last year's Warren-Brown race.

Also on Tuesday's ballot was Richard Heos, affiliated with the Twelve Visions Party.

LVMH chief's daughter to take top role at Louis Vuitton

PARIS (Reuters) - The daughter of LVMH boss Bernard Arnault, will take a top role at Louis Vuitton, the world's biggest luxury brand, the French luxury goods group said on Tuesday.

Delphine Arnault, 38, is leaving her post as deputy general manager of Dior, which she has held since 2008, to take a similar role at Louis Vuitton in September, reporting to chief executive, Michael Burke.

Her appointment comes as Louis Vuitton, known for its monogrammed handbags, faces a drop in European sales and sluggish demand in China.

Along with younger brother Antoine, who is currently chief executive of luxury Italian shoe maker Berluti, Bernard Arnault's eldest daughter Delphine has been groomed since her teens to take senior roles within LVMH.

A graduate of prestigious French business school EDHEC and the London School of Economics, she first learned the ropes of the family-controlled business as a teenage sales girl at a Dior boutique. She now sits on the LVMH board.

In her role at Dior, Arnault was credited for bringing creative director Raf Simons on board last year after the departure of John Galliano.

Simons' modern take on heritage Dior designs has since met with critical and commercial success, propelling sales and demand for couture clothes.

In December, Christian Dior Couture reported sales for the half-year to October 31 up 18 percent at 632 million euros ($840 million) and said margins had improved.

Delphine Arnault's father is chairman, chief executive and controlling shareholder of LVMH and the wealthiest man in France, controlling 60 luxury brands and a business that spans fashion, perfume, wine and watches.

Bernard Arnault caused an uproar in France when he sought Belgian citizenship last September - a move he said was meant to protect a foundation designed to control his family's holdings in LVMH if he dies, not to dodge new wealth taxes.

He has since abandoned plans to apply for Belgian citizenship.

Arnault is currently locked in a battle with the Hermes family, whom he shocked in 2010 by revealing that he held a 14 percent stake in their company.

Last month, the French stockmarket regulator AMF called for LVMH to receive the maximum fine for having failed to disclose moves to build up its holding in the 175-year-old maker of Birkin and Kelly handbags.

It took 45 years, but they did it: Black Sabbath's new album, "13," topped the Billboard 200 album chart, selling 155,000 copies in its first week. It also topped the UK albums chart.

"Thanks for allowing Sabbath into your homes for the past 43 years," the band tweeted.

The group's Twitter account also sent out a photo of a page in Billboard showing Sabbath topping the list, beating out albums by Daft Punk and Justin Timberlake.

Fans responded quickly to Sabbath's thank you.

"no Thank YOU for the best Music made!!!!!" wrote Dan McFeely.

"THANK YOU BLACK SABBATH FOR YOU!! EVEN WHEN WE HAD TO ARGUE WITH OUR CATHOLIC MOTHERS THAT U WERE NOT DEVIL MUSIC!" wrote another fan.

"13" features the return of lead singer Ozzy Osbourne, who joins original Sabbath members Geezer Butler and Tony Iommi and Rage Against the Machine drummer Brad Wilk. Original Sabbath drummer Bill Ward does not play on the album due to a contract dispute. But Osbourne says the band is working on another new album and wants Ward back for it.

"We would have loved to have Bill on this album," Osbourne reportedly told The Pulse of Radio.com. "Maybe we can work things out by the next one."

Osbourne did suggest that Ward may need some help on the drums. "Bill Ward has got the most physically demanding job of the lot of us, 'cause he's the timekeeper," he said. "I don't think personally he had the chops to pull it off, you know. The saddest thing is that he needed to own up to that, and we could have worked around it, whether we had a drummer on the side with him or something."

But Ward had better work things out with Sabbath quickly. Osbourne said a new album will be quick. "It won't take another 35 years. I'm 65 now. There's no (expletive) recording studios in the afterlife."

Reviews of "13" have generally been positive. Rolling Stone compared the album to early Sabbath, writing that "13" "revisits, and to an extent recaptures, the crushing, awesomely doomy spectacle of their first few records." And AllMusic.com says, "the results are unexpectedly brilliant, apocalyptic, and essential for any die-hard metal fan."

Black Sabbath plans a 20-city North American tour, beginning July 25 in Houston.

Afghan Taliban attack in Kabul throws peace talks into further doubt

KABUL (Reuters) - Taliban militants attacked key buildings near Afghanistan's presidential palace and the U.S. CIA headquarters in Kabul, a brazen assault that could derail attempts for peace talks to end 12 years of war.

The Taliban, who have said they are willing to take part in talks with the United States and Afghan President Hamid Karzai's administration, said they launched the early morning assault, which triggered a 90-minute firefight.

A U.S. envoy was in Kabul on Tuesday to try to smooth the way forward for the stalled talks in the Gulf state of Qatar ahead of the pullout from Afghanistan of most of the NATO-led troops next year. He had been expected to meet reporters at the palace.

Karzai was also due to attend, but his whereabouts were not known. A palace official said he was safe.

A Reuters reporter at the palace said the attack began soon after 6.30 a.m. (0200 GMT) when at least one man opened fire with an automatic rifle close to a gate to the palace in central Shash Darak district. The fighting was over before 8 a.m.

Reporters at the palace gates for security checks took cover when the firing started.

A senior government official told Reuters four or five attackers had used fake identify papers to try to make their way through security gates in the Shash Darak district, which leads to Kabul's most tightly guarded areas.

One car made it through, but a second vehicle was stopped and those inside began shooting. Grenades were thrown.

The area is home to the presidential palace compound, the Ministry of Defence and an annexe of the U.S. embassy at the old Ariana Hotel. The U.S. Central Intelligence Agency's Afghanistan station is based there.

Afghan forces and U.S. servicemen returned fire and explosions resounded through the area. Children walking to school were caught in the shooting, but escaped serious injury.

A thick plume of smoke was seen rising from the Ariana at the height of the exchanges.

One of the attackers was killed when he detonated a bomb on his body, the government official said, and three or four were killed by security forces. At least two Afghan security guards were killed.

The U.S. Ambassador to Afghanistan, Jim Cunningham, condemned the attack and called on the Taliban to once again commit to the nascent peace process in Doha.

"We remain steadfast in supporting the Afghan government and people against the scourge of terrorism and the violence directed against them," he said.

REJUVENATING PEACE TALKS

U.S. officials have been trying to rejuvenate peace talks in Qatar, thrown off course after rows last week over the opening there of a Taliban office.

The U.S. envoy appointed to help Kabul pursue peace with the Taliban, James Dobbins, arrived on Monday and met Karzai and the Afghan body intended to negotiate with the insurgents.

He told reporters that Washington was trying to determine if the Taliban were willing to engage in talks.

In claiming responsibility for the attack, the Taliban said it had targeted the presidential palace, the CIA office and the defence ministry.

But Afghan security officials told Reuters they believed it had been carried out by the Taliban-linked Haqqani Network. The Haqqani Network is accused of masterminding high-profile attacks in Kabul and is believed to have close links to al Qaeda.

Adela Raz, a spokeswoman for Karzai, dismissed the suggestion that the palace had been under threat, saying any shooting had taken place far from the compound's walls.

The defence ministry said the assault had been aimed at the Ariana.

In southern Afghanistan, a roadside bomb killed eight women, two children and an elderly man travelling in a minivan in southern Kandahar province on Tuesday, a spokesman for the Kandahar government said.

Russia defiant of over NSA leaker

MOSCOW/HONG KONG (Reuters) - Russia defied White House pressure on Monday to expel former U.S. spy agency contractor Edward Snowden to the United States before he flees Moscow on the next stop of his globe-crossing escape from U.S. prosecution.

Snowden, whose exposure of secret U.S. government surveillance raised questions about intrusions into private lives, was allowed to leave Hong Kong on Sunday after Washington asked the Chinese territory to arrest him on espionage charges.

The 29-year-old flew to Moscow as a transit stop before heading elsewhere, several sources said. But reports he would fly to Cuba were put in doubt when witnesses could not see him on the plane, despite heightened security before take-off.

Ecuador, which has sheltered the founder of the WikiLeaks anti-secrecy organization, Julian Assange, said it was considering Snowden's request for asylum. There is no direct flight to Quito from Moscow.

"He didn't take the flight (to Havana)," a source at Russia's national airline Aeroflot told Reuters.

As speculation mounted about where he would go next - Ecuador, Venezuela or Havana at a later date to escape the crowd of journalists on board Monday's flight - Washington was stung by Russian defiance.

Snowden's flight to Russia, which like China challenges U.S. dominance of global diplomacy, is an embarrassment to President Barack Obama who has tried to "reset" ties with Moscow and build a partnership with Beijing.

The White House said it expected the Russian government to send Snowden back to the United States and lodged "strong objections" to Hong Kong and China for letting him go.

But the Russian government ignored the appeal and President Vladimir Putin's press secretary denied any knowledge of Snowden's movements.

Asked if Snowden had spoken to the Russian authorities, Peskov said: "Overall, we have no information about him."

He declined comment on the expulsion request but other Russian officials said Moscow had no obligation to cooperate with Washington, after it passed legislation to impose visa bans and asset freezes on Russians accused of violating human rights.

U.S. HYPOCRISY

"Why should the United States expect restraint and understanding from Russia?" said Alexei Pushkov, the head of the foreign affairs committee in the lower house of parliament.

Putin has missed few chances to champion public figures who challenge Western governments and to portray Washington as an overzealous global policeman. But Russian leaders have not paraded Snowden before the cameras or trumpeted his arrival.

Since leaving Hong Kong, where he feared arrest and extradition, Snowden has been searching for a country that can guarantee his security.

Ecuadorean Foreign Minister Ricardo Patino, on a trip to Vietnam, said Quito would analyze his asylum request with a "lot of responsibility". He was expected to hold a news conference around 7 p.m. (1200 GMT) in Hanoi.

A source at Aeroflot said on Sunday Snowden was booked on the flight due to depart for Havana on Monday at 2:05 p.m. (5:05 a.m. EST). But a correspondent aboard could not see him and the seat he was supposed to occupy, 17a, was taken by another passenger.

A State Department official said Washington had told countries in the Western Hemisphere that Snowden "should not be allowed to proceed in any further international travel, other than is necessary to return him to the United States".

Despite the Kremlin denials, U.S. Senator Charles Schumer said Putin had probably known about and approved Snowden's flight to Russia.

"Putin always seems almost eager to stick a finger in the eye of the United States," Schumer, a senior Senate Democrat, told CNN's "State of the Union". He also saw "the hand of Beijing" in Hong Kong's decision to let Snowden leave.

But taking the higher ground after being accused of hacking computers abroad, the Chinese Foreign Ministry expressed "grave concern" over Snowden's allegations that the United States had hacked computers in China.

It said it had taken up the issue with Washington.

Some Russians have praised Snowden's revelations. Others fear a new chill in relations with the United States.

"We are a pretty stubborn country and so is the United States. Both are mighty countries, so I would say this has a good potential to turn into a big fuss in bilateral relations," said Ina Sosna, manager of a Moscow cleaning company.

"I guess it would be best if they just let him move on from Russia to avoid any more controversy over him being here."

Snowden was assisted in his escape by WikiLeaks, whose founder Assange said he had helped to arrange documents from Ecuador.

Ecuador, like Cuba and Venezuela, is a member of the ALBA bloc, an alliance of leftist governments in Latin America that pride themselves on their "anti-imperialist" credentials. The Quito government has been sheltering Assange at its London embassy for the past year.

The New York Times quoted Assange as saying in an interview that his group had arranged for Snowden to travel on a "special refugee document" issued by Ecuador last Monday.

U.S. sources said Washington had revoked Snowden's passport. WikiLeaks said diplomats and Sarah Harrison, a British legal researcher working for the anti-secrecy group, accompanied him.

Snowden, who had worked at a U.S. National Security Agency facility in Hawaii, had been hiding in Hong Kong, a former British colony that returned to China in 1997, since leaking details about secret U.S. surveillance programs to news media.

Snowden has been charged with theft of federal government property, unauthorized communication of national defense information and willful communication of classified communications intelligence to an unauthorized person, with the latter two charges falling under the U.S. Espionage Act.

Why Comprehensive Cancer Care is Important

There's more to treating cancer than eliminating the disease itself. The Cancer Support Community, a nonprofit committed to ensuring "whole patient" care, stands by this idea, providing social and emotional support to all those affected by the disease. On Thursday, the organization launched its Cancer Policy Institute as a step toward ensuring that everyone can have access to affordable and comprehensive cancer treatment.

"At a time when there are multiple viewpoints about how to approach health care, and [the country] stands on the cusp of implementing large structural changes to the health care system, we are here because we want the best possible outcomes for people with cancer and their families," said Kim Thiboldeaux, president and CEO of the Cancer Support Community.

The Wellness Community and Gilda's Club Worldwide joined forces in 2009 to create CSC, and the organization's mission is now "to ensure that all people impacted by cancer are empowered by knowledge, strengthened by action and sustained by community." In 2012, CSC provided more than $40 million in services, such as support groups, educational workshops, exercise programs and social activities, to patients and their families.

The cause

In 2008, the Institute of Medicine released a report linking positive social and emotional support to better patient outcomes throughout a cancer treatment process. Modern cancer care offers many state-of-the-art treatments, but those procedures frequently fail to address the psychological and psychosocial issues often associated with the illness, according to the study.

Given treatments, expenses, lifestyle changes and the fear of the unknown, it is not uncommon for people battling cancer to become overwhelmed. Rep. Debbie Wasserman Schultz, D-Fla., and a breast cancer survivor, knows those feelings firsthand. "My experience taught me about the importance of treating the whole person, not just the illness," Wasserman said on Thursday. "Cancer is not just frightening for those going through treatment. We need a safe and strong place to all come together."

After undergoing seven surgeries, Wasserman is proud to say she is cancer-free and continues to push for comprehensive care. "More and more young people are getting cancer, and metastatic rates are not going down," she said. "We've made progress, but there is certainly a long way to go."

By the numbers

Ezekiel Emanuel, the keynote speaker at the Cancer Policy Institute launch, said $2.87 trillion was spent on health care in the United States, including $979 billion in federal spending, in 2012. To put this in perspective, if you compare that number to overall gross domestic products of other countries, the U.S. health care system is the fifth-largest economy in the world, he said.

So where does all this money go? "When you think about the health care system, you have to understand that health care costs and quality of care is not uniformly distributed across the population," said Emanuel, who is also the vice provost for Global Initiatives and chair of the Department of Medical Ethics and Health Policy at the University of Pennsylvania. Approximately 50 percent of the population doesn't participate in the health care system, he explained. This portion is made up of younger, healthy individuals. People who periodically receive medical assistance, such as those with allergies or who are more prone to colds and the flu, make up another 40 percent of the population. The remaining 10 percent, which includes cancer patients, is the portion of the population that utilizes the most health care dollars.

"If [we] want to improve the system, we will have to focus on those patients because those are the ones who are high-cost and where there are quality problems," Emanuel said.

The cost of cancer treatment has risen approximately 600 percent over the past 30 years, according to Emanuel. From the patient-centric perspective of CSC and the Cancer Policy Institute, more comprehensive health coverage could benefit cancer patients several ways, including financially. When patients are more aware of their health care options, they can choose more cost-effective treatments, share decision-making processes with their doctors and have a better overall treatment experience, Emanuel said.

"We need to figure out how to change how we are delivering care," Emanuel said. "No person should go through cancer alone, and no person should go through an uncoordinated, disjointed system where they are suffering from cancer, have to do all the running around and do all the navigation themselves."

Moving forward

CSC's public policy efforts will continue "so that no one faces cancer alone," according to Institute supporters. "It's absolutely needed, and it's something that our patients and volunteers very much want," said Dick Woodruff, vice president of federal relations and strategic alliances for the American Cancer Society Cancer Action Network. "ACS CAN currently has two bills pending in the House specifically related to improving patient quality of life through the provision of wider access to palliative care, throughout all health care settings, so it's not only something we fully support, but it's something we are actively working on as well."

Last week alone, CSC affiliates had more than 50 scheduled meetings with Capitol Hill representatives regarding health care policy changes stemming from the launch of the Cancer Policy Institute. "There is a lot yet to do to make change and improve cancer care in America, and we are fully committed to putting all our resources, energy and passion behind it," Thiboldeaux said. "We are very excited to move forward with these issues."

Clegg shares his concerns over legal aid plans ? full transcript

I spent half an hour on a train with Nick Clegg yesterday, chatting to him about a range of subjects for an interview that will run on the site later this week. After the interview I tweeted about Clegg?s interesting answer to my question to him on legal aid, and a journalist I know from the Mail on Sunday got in touch to say the paper was running a story on the subject and would be interested in seeing his answer. Here?s the Mail?s take:

A cabinet split over plans to cut legal aid deepened last night as Deputy Prime Minister Nick Clegg signalled his concerns for the first time.

The Liberal Democrat leader said it was ?perverse? to stop people choosing their own solicitor and claimed small high street law firms would suffer ? rather than the ?fat cat QCs? targeted by Justice Secretary Chris Grayling.

Asked about the reforms by lawyer and Lib Dem activist Nick Thornsby in Manchester yesterday, Mr Clegg said: ?You could say it?s perverse that a Government with Conservatives in it is reducing public choice rather than increasing it.

?The only straitjacket on all of this is the need to yield about ?220?million of savings in legal aid in criminal cases.

?But on the back of the consultation we should see? if there are alternative, less disruptive, less unpopular ways of delivering that.?

The comments come after the Conservative Attorney-General came out on the side of lawyers who are angry at the changes.

Dominic Grieve said he could do little about the plan ? because ?policy in this area is owned by the Lord Chancellor, and not me?.

But he promised he would ?endeavour to ensure, as far as I can, that the decision? he reaches in due course is? a fully informed one?.

The piece captures fairly the thrust of Clegg?s response. He clearly has reservations about the proposals and is obviously open to savings being made in other ways which don?t damage access to justice.

My full interview will run later this week, but for now the full transcript of our exchange on legal aid is reproduced below:

NT: Do you agree that the backlash against Price Competitive Tendering and the further [proposed] cuts from the legal aid budget have been of a different magnitude [to the usual protestations]? It?s not just barristers [speaking out], it?s judges, it?s legal aid firms, even the Attorney General?s own panel of lawyers.

NC: I accept that on two particular areas there has been a very strong reaction from a very wide range of people and actually in many ways the thing I have been most struck by is decent, hard-working high street lawyers in my own neck of the woods in Sheffield who are not fat cat QCs ? far from it: these are really decent people whose heart and soul is in the work they do ? who tell me two things that they are particularly distressed by. First that the plan as it?s presently crafted would remove the choice of their clients to move from one lawyer to another.

NT: It seems perverse at a time when we?re giving people more choice in their public services [that we would reduce it in another area].

NC: Well you could say it is perverse that a government with Conservatives in it is reducing public choice rather than increasing it. That?s the first point they [high street firms] make. The second point is [about] replacing what is a highly fragmented market of providers with one which is basically organised around fixed contracts administered by bureaucracy in London. Obviously they have a self-interest in saying they think might lose out in that but more generally they imply that would damage quality.

So I think on choice and quality I?ve listened very carefully to what?s been said. Chris Grayling and Tom McNally to be fair to them have been very open about the fact that they have to make the savings ? around ?220 million ? [but] they?re not dogmatic about how that saving can be made, if the industry can show them how the saving can be made in ways which are considered to be less offensive or disruptive.

The consultation as you know has just closed. I will shortly be asking Chris Grayling and Tom McNally for an update on what the response to the consultation has been, which I suspect will reflect the a lot of the criticisms I?ve just talked to and then we?ll look at it.

The only straitjacket on all of this unfortunately is the need to yield about ?220 million or thereabouts worth of savings in legal aid in criminal cases, but I can?t stress enough if on the back of the consultation we can see that there are alternative ways, less disruptive ways, less unpopular ways if you like of delivering that, there?s no ideological attachment in the coalition government per se to those particular measures.

There is unfortunately a financial attachment, if I can put it that way, to delivering savings.

So, you know, I have engaged with this a lot as a constituency MP and I have been struck with the strength of feeling.
