Trucks pile up at border of new EU member Croatia

BATROVCI, Serbia (Reuters) - A day after Croatia joined the European Union, a glitch in its EU-standard customs software caused huge delays at the border with Serbia, the bloc's new external frontier.

Some 1,300 trucks were stuck on Tuesday in a 15 km (10 miles) long queue at the Batrovci crossing just inside Serbia, which lies along Europe's main transit road from Turkey to Western Europe.

The drivers, mostly from southeastern Europe, said they were worried about the fresh produce they were ferrying, as they had to wait for 12 hours or more to cross.

"We have a huge problem. All of Europe is waiting for us," Bulgarian driver Emil Donev, bound for Italy, told Reuters.

"Customs are not working at all, the police will not let us leave our trucks and we are only moving 200 to 300 meters per hour," he said.

The problems with the new software were quickly fixed but it will take two or three days for commercial traffic to return to normal, Serbian customs duty chief Predrag Milikara told Reuters.

A statement from Croatia's customs service said problems were to be expected following the country's accession to the EU.

"It's all part of the adjustment," the statement said.

Croatia became the 28th member of the European Union on Monday, 20 years since the violent collapse of Yugoslavia.

Passenger cars were moving normally.

Drug overdose deaths spike among middle-aged women

ATLANTA (AP) ? Middle-aged women account for the fastest-growing share of overdose deaths in the U.S., and their drug of choice is usually prescription painkillers, the government reported Tuesday.

"It's a serious health problem and it's getting worse rapidly," said Dr. Thomas Frieden, director of the Centers for Disease Control and Prevention, which compiled the data.

For many decades, the overwhelming majority of U.S. overdose deaths were men killed by heroin or cocaine. But by 2010, 40 percent were women ? most of them middle-aged women who took prescription painkillers.

Skyrocketing female overdose death rates are closely tied to a boom in the use of prescribed painkillers. The new report is the CDC's first to spotlight how the death trend has been more dramatic among women.

The CDC found that the number and rate of female prescription drug overdose deaths increased by around 400 percent from 1999 to 2010. For men, the increases were around 250 percent.

Overall, more men still die from overdoses of painkillers and other drugs; there were about 23,000 such deaths in 2010, compared with about 15,300 for women. Men tend to take more risks with drugs than women, and often are more prone to the kind of workplace injuries that lead to their being prescribed painkillers in the first place, experts say.

But the gap between men and women has been narrowing dramatically.

A jump was also seen in visits to hospital emergency rooms. Painkiller-related ER visits by women more than doubled between 2004 and 2010, the CDC found.

Studies suggest that women are more likely to have chronic pain, to be prescribed higher doses, and to use pain drugs longer than men. Some research suggests women may be more likely than men to "doctor shop" and get pain pills from several physicians, CDC officials said.

But many doctors may not recognize these facts about women, said John Eadie, director of a Brandeis University program that tracks prescription-drug monitoring efforts across the United States.

The report calls for "a mindset change" by doctors, who have traditionally thought of drug abuse as a men's problem, he said. That means doctors should consider the possibility of addiction in female patients, think of alternative treatments for non-cancer chronic pain, and consult state drug monitoring programs to find out if a patient has a worrisome history with painkillers.

The CDC report focuses on prescription opioids like Vicodin and OxyContin and their generic forms, methadone, and a powerful newer drug called Opana, or oxymorphone.

CDC researchers reviewed death certificates, which are sometimes incomplete. In only a fraction of cases were specific drugs identified. Sometimes a combination of drugs was involved in deaths, like painkillers taken with tranquilizers.

It was not always clear which deaths were accidental overdoses and which were suicides, CDC officials said.

One striking finding involved the age of women: The greatest increases in drug overdose deaths were in women ages 45 through 64.

It's an age group in which more women are dealing with chronic pain and beginning to seek help for it, some experts suggested.

Many of these women probably were introduced to painkillers through a doctor's prescriptions for real pain, such as persistent aches in the lower back or other parts of the body. Then some no doubt became addicted, said Dr. Andrew Kolodny, a psychiatrist who specializes in addiction at Maimonides Medical Center in New York City.

There aren't "two distinct populations of people being helped by opioid painkillers and addicts being harmed. There's overlap," said Kolodny, president of a 700-member organization named Physicians for Responsible Opioid Prescribing.

Wladimir Klitschko to fight Povetkin in October

(AP) ? Wladmir Klitschko will defend his multiple heavyweight titles against mandatory challenger Alexander Povetkin in a highly anticipated showdown on Oct. 5 in Moscow.

Klitschko's management says the fight, long in the making, will take place in the Olympic Arena.

"This is the best fight that the heavyweight division has to offer at the moment," Klitschko said in a statement Tuesday.

Klitschko holds the IBF and IBO belts and is also the WBO and WBA "super champion." Povetkin, 33, is WBA's "regular champion."

Klitschko's older brother Vitali is the WBC champion. The Ukraine-born brothers have dominated the heavy division for a decade.

Russia's Povetkin is like Wladimir Klitschko a former Olympic champion and has a 26-0 record, with 18 KOs.

Klitschko is 60-3. His last fight was a sixth-round TKO over Francesco Pianeta in May.

The Klitschkos rarely fight outside Germany, their base.

"I've never boxed in Moscow and I'm looking forward to many Ukrainians and Russians who will come to the arena and create a special atmosphere," Klitschko said.

Povetkin, who beat Ruslan Chagaev on points in August 2011 for the then-vacant title, also last fought in May and stopped Polish challenger Andrzej Wawrzyk in the third round for his fourth successful title defense.

Klitschko, 37, will be in his 24th title fight.

(AP) ? The southern Egyptian city of Assiut has long been a haven for radical Islamists, and its Christian minority has largely kept a low profile. That all changed this weekend.

An estimated crowd of 50,000 packed the streets this weekend to join protests calling for President Mohammed Morsi's ouster, prompting a violent response that left three people dead.

The show of defiance can only be fairly measured in view of the city's bloody history and the shifts in the local centers of power when Morsi became president a year ago, empowering many of the hard-line Islamist groups around the country, including those in Assiut.

The bloody end of the protest ? 32 people were also injured ? points to the high risks that Assiut residents, particularly Christians, face if they were to join the wave of opposition to Morsi's rule that culminated Sunday when millions of Egyptians came out across the country to demand his ouster.

"I, my kids Mariam and Remon and my husband, Nabil, came out because we miss the Egypt we know and we want it back," Assiut resident Mary Demian said. "These people (militant Muslims) say we are infidels and they terrorize us, but we are not scared. This is our nation and we have always lived with Muslims in peace."

The size of Sunday's rally was nearly five times the demonstration that celebrated the ouster of Hosni Mubarak in February 2011. But what is equally important is that the protesters showed a level of defiance and courage that may have been unthinkable just days ago.

It defined a change of mood in a city of 1 million people where political activism has traditionally been the exclusive domain of the powerful Islamists of Gamma Islamiya, a hard-line group that fought a bloody insurgency against Mubarak's regime in the 1990s. The insurgency left more than 1,000 people dead, including foreign tourists and Christians.

The group, born in Assiut in the 1970s, has since renounced violence and set up a political party after Mubarak's ouster, joining a new political landscape dominated by Islamists. Thousands of its members were jailed under Mubarak's 29-year rule. It is now one of the strongest allies of Morsi and his Muslim Brotherhood.

Adding to the combustible mix, Christians in Assiut province make up about a third of its 4 million people. In all of Egypt, Christians make up about 10 percent of the estimated 90 million people.

In that context, Assiut can be a major flashpoint if the two sides decide to fight it out. Islamists across much of the country were mobilizing their supporters Monday night after the chief of the armed forces gave Morsi and his opponents 48 hours to work out their differences. If they don't, warned Gen. Abdel-Fattah el-Sissi, the military will intervene with a political road map of its own for the nation's future.

In the meantime, millions of Morsi opponents are rallying for a second day in a row, filling Cairo's Tahrir Square, the thoroughfare outside Morsi's presidential palace, and elsewhere in the country.

Sunday's events in Assiut underline the city's potential as a main battlefield in the fight between the two sides.

Significantly, the anti-opposition rally was held in tandem and in close proximity to another one by Gamaa Islamiya, whose members toured the city on motorbikes chanting "Down with the saboteurs!" before they gathered near a government building only 50 yards from the opposition rally.

"Our rally was a message to everyone that we are here on the streets doing what our conscience dictates to us and that we shall not allow saboteurs to do what they wish," said Tareq Beder, the Gamaa official in charge of Assiut.

In the run-up to the opposition rally, several activists also received threatening text messages. "All of you infidels will die," said one, sent to Christian activist Joseph Amin.

The protesters burned posters of Morsi and Assem Abdel-Maged, a longtime leader of Gamaa.

"Oh Assiut, tell the terrorists that Muslims and Christians are united!" they chanted. "Down, down with Assem Abdel-Maged the terrorist!" they screamed.

Abdel-Maged, a native of Assiut, has been taking the lead in a campaign to discredit Morsi's critics, delivering fiery speeches that brand them as communists, extremist Christians and paid Mubarak loyalists.

The violence began soon after the festive rally got underway when a suspected Islamist riding behind another man on a motorbike opened fire on the crowd, killing a 21-year-old Christian man, Abanob Atef, and injuring 11. Protesters used the blood from the fatal head wound to write on the ground "Erhal!" or "Leave!" ? the chant of the Arab Spring protesters now directed at Morsi.

Enraged by the violence, many of the protesters moved to the nearby villa housing the local branch of the Freedom and Justice party, the political arm of the Muslim Brotherhood.

Suspected Morsi supporters in the villa opened fire on the protesters, killing two more and injuring another 21, according to security officials speaking on condition of anonymity because they were not authorized to talk to the media. Fighting continued with the protesters pelting the villa with firebombs and rocks. Policemen, angered by the death of one of their own, joined the fight on the side of the protesters.

The fighting continued for hours, with the police occasionally retreating because of heavy gunfire. Morsi's supporters, some wearing construction helmets and homemade body armor, shot at the protesters and police from pickup trucks and motorbikes that came in waves.

Both the Gamaa and the Muslim Brotherhood in Assiut have denied involvement in the violence.

Violence resumed Monday, with about 3,000 anti-Morsi protesters storming and torching the villa housing the Freedom and Justice party.

President Obama 'deeply humbled' on visit to Robben Island

Mr Obama, who flew from Johannesburg to Cape Town today, is paying tribute to the ailing 94-year-old throughout the day.

The president and his family visited Robben Island, where the anti-apartheid leader spent 18 years confined to a tiny cell, including a stop at the lime quarry where Mandela toiled and developed the lung problems that sent him to the hospital for most of this month.

The White House said Mr Obama's guide during the tour was 83-year-old South African politician Ahmed Kathrada, who also was held at the prison for nearly two decades and guided Mr Obama on his 2006 visit to the prison as a US senator.

The president also saw the prison courtyard where Mandela planted grapevines that remain today, and where he and others in the dissident leadership would discuss politics, sneak notes to one another and hide writings.

"On behalf of our family, we're deeply humbled to stand where men of such courage faced down injustice and refused to yield. The world is grateful for the heroes of Robben Island, who remind us that no shackles or cells can match the strength of the human spirit," Mr Obama wrote in the guest book in the courtyard.

During the tour, which took place under sunshine and clear, blue skies, Mr Obama, first lady Michelle Obama and daughters Malia and Sasha took in the expansive view of the quarry, a huge crater with views of the rusty guard tower from where Mandela was watched.

Mr Obama commented on the "hard labour" Mandela endured and asked Kathrada to remind his daughters how long Mandela was in prison.

Michelle Obama asked how often Mandela would work and was told he worked daily. As the family turned to leave, Mr Obama asked Kathrada to tell his daughters how the African National Congress, the South African political party, got started.

After the tour, Mr Obama will visit retired archbishop Desmond Tutu before delivering what the White House has billed as the signature speech of his week-long trip, an address at the University of Cape Town that will be infused with memories of Mandela.

Mr Obama will use the address to unveil the "Power Africa" initiative, which includes an initial seven billion dollar (?4.6bn) investment from the United States over the next five years. Private companies, including General Electric and Symbion Power, are making an additional nine billion dollars (?5.9bn) in commitments with the goal of providing power to millions of Africans crippled by a lack of electricity.

Gayle Smith, Mr Obama's senior director for development and democracy, said more than two-thirds of people living in sub-Saharan Africa do not have electricity, including 85% of those living in rural areas.

"If you want lights so kids can study at night or you can maintain vaccines in a cold chain, you don't have that, so going the extra mile to reach people is more difficult," Smith said.

The US and its private sector partners initially will focus its efforts on six countries: Ethiopia, Ghana, Kenya, Liberia, Nigeria and Tanzania, where Mr Obama will wrap up his trip later this week.

Former President George W Bush, who supports health programmes throughout the continent, will also be in Tanzania next week, and the White House did not rule out the possibility that the two men might meet.

Mr Obama will also highlight US efforts to bolster access to food and health programmess on the continent. His advisers said the president sees reducing the poverty and illness that plague many parts of Africa as an extension of Mandela's example of how change can happen within countries.

The former South African president has been in hospital in critical condition for three weeks. Mr Obama met members of Mandela's family yesterday, but did not visit the anti-apartheid icon, a decision the White House said was in keeping with his family's wishes.

Mr Obama's trip, which opened last week in Senegal, marks his most significant trip to the continent since taking office. His scant personal engagement has come as a disappointment to some in the region, who had high hopes for a man whose father was from Kenya.

The president said he was eager to bring his family with him to Robben island to teach them about Mandela's role in overcoming white racist rule, first as an activist and later as a president who forged a unity government with his former captors.

He told reporters he wanted to "help them to understand not only how those lessons apply to their own lives but also to their responsibilities in the future as citizens of the world, that's a great privilege and a great honour".

Mr Obama will speak at the University of Cape Town nearly 50 years after Robert F. Kennedy delivered his famous "Ripple of Hope" speech from the school. Kennedy spoke in Cape Town two years after Mandela was sentenced to life in prison.

Ecuador president: Snowden can't leave Moscow

PUERTO VIEJO, Ecuador (AP) ? Ecuadorean President Rafael Correa has told The Associated Press that National Security Agency leaker Edward Snowden is "under the care of Russian authorities" and can't leave Moscow's international airport without his U.S. passport.

In an interview with the AP Sunday morning, Correa said he had no idea Snowden's intended destination was Ecuador when he fled Hong Kong for Russia last week. He said the Ecuadorean consul in London committed "a serious error" without consulting any officials in Ecuador's capital when the consul issued a letter of safe passage for Snowden.

Correa said "the case is not in Ecuador's hands" and said Snowden must assume responsibility if he broke U.S. laws. But Correa said the broader legitimacy of Snowden's action must be taken into consideration and Ecuador would still consider an asylum request.

Bill Haas pulls away to win at Congressional

BETHESDA, Md. (AP) ? Bill Haas won the AT&T National on Sunday and joined some distinguished company.

Haas pulled away from a crowd of contenders with three straight birdies, two key pars and one good hop out of the rough. It led to a 5-under 66 on a muggy day at Congressional and a three-shot win over Roberto Castro.

As many as six players had a share of the lead at some point until Haas rolled in a 10-foot birdie putt on No. 8. Worried about a splotch of mud on his ball, he hit his approach to just inside 12 feet for birdie on the par-5 ninth, and then hit a 5-iron to 10 feet for another birdie on the 10th.

Haas led by at least two shots the entire back nine, though he never allowed himself to think about winning until he stood over a 3-foot par putt on the 18th hole and realized he had three putts to win.

"I just kept the ball in front of me," Haas said. "Nothing too crazy."

Haas has won at least one PGA Tour event in each of the last four years, joining Phil Mickelson, Dustin Johnson and Justin Rose. And with a half-dozen players trying to win for the first time on tour, Haas kept a high pedigree of winner at the AT&T National. In the seven-year history of the tournament, Rose was the lowest-ranked player to win. He was at No. 35 in 2010 at Aronimink.

The 31-year-old won for the fifth time in his career, and this was the first one with Tiger Woods on the property ? not to play, but to hand out the trophy. Woods sat out this week with an elbow injury and won't play again until the British Open, though he was impressed with what he saw.

"He played beautifully today," Woods said. "He handled his business through the tougher stretch of holes and pulled away."

Castro, part of a four-way tie for the lead at the start of the final round, made Haas work for it.

The other leaders fell away. Andres Romero had a double bogey on the fourth hole and shot 75. James Driscoll didn't make a birdie in his round of 74.

Jordan Spieth, the 19-year-old from Texas who needs a win to become a PGA Tour member and be eligible for the FedEx Cup playoffs, started his day by holing out from a fairway bunker for eagle and chipping in for birdie to tie for the lead. He dropped a shot at No. 11 ? the hardest hole at Congressional ? about the time Haas was on his critical run of birdies. Spieth had a 69 and finished sixth, pushing his earnings for the year over $1.1 million.

Castro bogeyed the opening hole, and that was his only mistake. He was one shot out of the lead at the turn, couldn't match birdies with Haas at the par-3 10th, and then stuck with him the rest of the day.

"It helped that Roberto played so well," Haas said.

Haas, who finished on 12-under 272, never allowed himself to think about winning, even after he seized control around the turn. Congressional wouldn't let him. Even though he made 15 birdies on the weekend, he remembered the triple bogey on the 11th hole Saturday that temporarily derailed him.

This time, he found the fairway, hit onto the green, took two putts for par and exhaled.

Haas saved par from a bunker on the par-3 13th with a 6-foot putt that swirled 360 degrees around the cup before falling, and then picked up an unlikely birdie on the 14th when his 9-iron was drifting toward a mound covered with shaggy rough to the right of the green. It hopped off the mound to about 10 feet, and he went from a possible bogey to a birdie when he made the putt.

He made one more birdie with a wedge that checked up a foot from hole on the par-5 16th, and Haas was on his way.

The biggest struggle after that was hoisting the silver trophy of the U.S. Capitol over his head in the stifling heat of the closing ceremony on the 18th green.

Haas was still smarting over losing a three-shot lead in the final round at Riviera, making five bogeys in a seven-hole stretch in the middle of his round. He had the 36-hole lead at the Memorial until a 76-71 weekend.

He was solid on Sunday at Congressional, and the win moved him to No. 7 in the FedEx Cup standings with the playoffs about two months away. That's important to Haas, who won the FedEx Cup in 2011 and failed to qualify for the Tour Championship last year.

D.H. Lee made nine birdies to match a tournament-best 64 and tied for third with Jason Kokrak, who briefly shared the lead on the front nine and had a 69. Stewart Cink closed with a 67 and finished alone in fifth, his best finish on the PGA Tour since he reached the quarterfinal of the Match Play Championship in 2010.

The Cabinet has come up with proposals on international business transactions that should require parliamentary approval and those that should be exempted.


Consequently, it has tasked the Attorney General and Minister of Justice to submit the proposals to Parliament for consideration.

Following recent Supreme Court rulings on judgement debts paid to some companies, Parliament set up a committee to determine the categorisation of international business transactions that requires approval of Parliament and those that should be exempted.

The Supreme Court, on June 14, 2013, ordered a construction firm, Waterville Holdings, to refund to the government all sums paid it in the controversial GH?51 million judgement debt case.

The court held that the payments involved contracts that required parliamentary approval, a process which was side-stepped, and therefore rendered the contract unconstitutional.

Again, the Supreme Court, on June 21, 2013, ordered Spanish energy company, Isofoton SA, to refund to the Government of Ghana the cedi equivalent of $325,472 it received as judgement debt.

Briefing journalists at the Flagstaff House in Accra yesterday , the Minister of Information and Media Relations, Mr Mahama Ayariga, said the Cabinet, on Thursday, June 28, 2013, proposed that any international business transaction supported by a loan should require parliamentary approval.

Again, the Cabinet proposed that where funds, including funds from the Consolidated Fund, could be used to service the loans for any international business transaction, such a transaction should go to Parliament for approval.

It suggested that where contingent liability could be put on the government, the business transaction should require parliamentary approval.

Besides, the Cabinet was of the view that any business transaction which was defined by law should go to Parliament for approval.

Mr Ayariga said the Cabinet proposed that businesses involving state-owned enterprises should be exempted from going to Parliament.

However, there would be no sovereign guarantee for such business transactions.

The Cabinet again suggested that subsidiary agreements should not go to Parliament for approval, because the master agreements covering them should have gone to Parliament for approval.

Again, the Cabinet was of the view that projects already captured in the budget should not go to Parliament for approval.

However, it indicated that if the costs of projects captured in the budget were beyond a certain amount to be agreed on, then it should require parliamentary approval.

He said the idea was to create the situation for the international business community to have confidence in Ghana, regarding business transactions.

Cancer risks double when two carcinogens present at 'safe' levels, epigenetics study finds

June 28, 2013 ? Science knows that arsenic and estrogen can cause cancer. At certain very low levels, the chemicals offer little to no threats to human health.

However, new research conducted by Texas Tech University scientists has found that low doses of both chemicals together -- even at levels low enough to be considered "safe" for humans if they were on their own -- can cause cancer in prostate cells.

The combination of the two chemicals was almost twice as likely to create cancer in prostate cells, the research found. The study published online in the peer-reviewed journal The Prostate.

Kamaleshwar Singh, an assistant professor at The Institute of Environmental and Human Health (TIEHH) at Texas Tech said the findings could have an impact on health regulations regarding the "safe" doses of these chemicals and others. Most regulations are set by testing one chemical at a time on cells. Very few if any have looked at multiple chemicals at the same time.

"The majority of cancers are caused by environmental influences," Singh said. "Only about 5 to 10 percent of cancers are due to genetic predisposition. Science has looked at these chemicals, such as arsenic, and tested them in a lab to find the amounts that may cause cancer. But that's just a single chemical in a single test. In the real world, we are getting exposed to many chemicals at once."

Singh said he became interested in studying two chemicals at once after looking at arsenic's carcinogenic properties in a previous paper.

Because cigarette smoke and well water in some areas, including India, Mexico and even Lubbock county, can contain arsenic, Singh and his doctoral student, Justin Treas, wondered how the carcinogenic properties might change when paired with the presence of another carcinogenic chemical.

The two focused on estrogen because of the chemical's abundance. Many plastics, such as food can liners and bisphenol A (BPA), release small amounts of chemicals that mimic estrogen in the body.

"Co-exposure was creating a greater impact," Singh said. "That was one of the important findings of our study. The next thing we wanted to know is how these two chemicals are creating a greater effect."

Unlike stronger chemicals that do major damage to the DNA in a cell, such as benzene, arsenic and estrogen aren't major mutagens Singh said. Instead, their presence tends to stop certain genes from expressing. The process is called DNA hypermethylation.

In the experiment, human prostate cells were treated about once a week for six months with arsenic, estrogen and a combination of the two. Many of the tests involved levels of arsenic, estrogen or both at levels considered safe by the Environmental Protection Agency.

Treas said the two chemicals stopped the MLH1 gene, which is responsible for sending the signal to start the self-destruct sequence when a cell is damaged. Because the self-destruct couldn't activate, the cells became cancerous after exposure.

"With the lower dose not killing the cell, it's causing damages that go under the cell's radar," Treas said. "We found when you have two compounds together, lower doses could be more serious problem."

FDA Gets Tough on Tobacco

As the Food and Drug Administration this week announced the rejection of four proposed tobacco products, experts voiced hope that the federal government can diminish tobacco use through regulation.

The FDA's decision Tuesday marked the first time tobacco products were subject to federal oversight. The FDA also authorized two new tobacco products though they are versions of what's already on the market.

The FDA's authorizations come four years after the passage of the Family Smoking Prevention and Tobacco Control Act, which gave the FDA the ability to regulate any new tobacco products put on the market.

"[The] historic announcement marks an important step toward the FDA's goal of reducing preventable disease and death caused by tobacco," FDA commissioner Dr. Margaret Hamburg said in a statement.

According to the Centers for Disease Control, tobacco smoke and secondhand smoke is responsible for the death of 443,000 Americans each year. Experts said the FDA's regulations were just one small step towards diminishing the use of tobacco in the U.S.

Dr. Richard Hurt, founder and director of the Mayo Clinic Nicotine Dependence Center in Minneapolis, said he was pleased the FDA had started to regulate products, although he remained concerned that it took the FDA four years to make a final decision about six products.

"This is just the toe in the water of the FDA's regulation," said Hurt. "All of us in the tobacco field have been waiting for them to do something."

Mitch Zeller, director of the FDA's Center for Tobacco Products, admitted that the process "has taken time," but believed it would become more streamlined in the future.

"As all involved parties continue to gain more experience, FDA expects the process to move much more quickly," Zeller told reporters during a call on Tuesday.

Some 4,000 tobacco products await FDA authorization. Approximately 3,500 of those products are already on the market because they beat a deadline that would have held them off the market pending FDA authorization. They are allowed to remain on the market unless the FDA issues an order saying they do not meet specific standards.

The products that were authorized were two different kinds of Newport non-menthol cigarettes from the Lorillard Tobacco Co. The FDA said they would be allowed on the market because they did not raise different public health questions than comparable products already on the market. By law, the FDA cannot name the four products that were rejected or their manufacturers.

The FDA said there could be a number of reasons new tobacco products do not get authorization, such as if they raise questions of public health, or if there was a lack of data on their impact on public health or incomplete test data.

The FDA's authorization did not mean the products were any healthier than other tobacco products. The FDA authorizes the products on the basis that they will not present more harm to the public health than a comparable product already on the market.

Though the two products passed FDA muster under the guidelines of the Family Smoking Prevention and Tobacco Control Act, that does not allow Lorillard to claim they have FDA approval, because they do not meet the criteria of being "safe and effective" for users.

Lorillard Tobacco CEO Murray Kessler said he was "pleased" with the FDA's ruling.

How To Avoid Health Hazards At The Beach

Every year, millions of Americans flock to the beach as a fun, low-cost way to escape the summer heat for a few hours or a long weekend. Though the seaside undeniably offers its share of escapist pleasures, it also plays host to some unique dangers of its own. When you hit the beach this summer, it's important to stay alert for hazards in the water and on land. Here are some lurking dangers that can turn your favorite summer oasis into an emergency situation, along with tips that can help keep you safe:

Water Hazards
Before stripping down to your swimsuit and making a mad dash into the waves, pause and take some basic precautions. "First of all, know how to swim," says Mark Tew, chief of Marine and Coastal Weather Services for the National Weather Service. "Never swim alone. And for maximum safety, only swim where there's a lifeguard and obey all instructions."

Tew also recommends making sure everyone is aware of dangers like rip currents, the narrow channeled currents of water that flow away from the shore. Generally ranging in width from 10 to 20 feet, these swift-moving streams of water can carry swimmers away from the shoreline. According to the United States Lifesaving Association, rip currents cause about 100 fatalities in the U.S. every year, and lifeguards rescue more than 50,000 swimmers caught in currents annually. "There's a lot of people who don't seem to understand the danger of rip currents," Tew says. "It's best if people prepare in advance."

Before going into the water, talk to a lifeguard or look around for informational signs, Tew says. Many beaches use flags to let swimmers know about rip current dangers.

If you do find yourself caught in a rip current, stay calm and don't fight it, Tew advises. Instead, escape by swimming in a direction parallel to the shoreline. If you can't swim out, Tew suggests floating or treading water until the current weakens, and then make your way back to shore. And be sure to try to get the attention of the on-duty lifeguard. "If there's any time you feel you'll be unable to reach the shore, try to draw attention to yourself: Face the shore, call out or wave for help," Tew says.

Shocks And Stings
Some jellyfish hanging around beaches -- including common sea nettles and more dangerous varieties like the Portuguese Man-of-War in the south -- can cause discomfort or even pose a serious threat to beachgoers. "When you're in the water and jellyfish are around, the best thing to do is to avoid them," says Butch Arbin, captain of the Ocean City, Maryland Beach Patrol.

If you're stung, return to shore, Arbin says. Remove anything that may be stuck to the sting, like tentacles, and then dry the area. Be sure to blot skin dry, rather than rubbing it. And instead of relying on home cures (some people suggest everything from vinegar to urine as a quick fix), visit the lifeguard stand, where the patrol should have products to help clean and numb the sting.

If you have a bee or seafood allergy, be sure to seek help immediately, Arbin says. In some rare cases, people with allergies can have more severe reactions, including swelling in the throat or difficulty breathing.

Sunburn
Even on cloudy days, beachgoers are still at high risk for sunburn, Arbin says. And being outside along the shore comes with a unique risk: White sand and water can reflect sunlight back at you, and it can also sneak in under your umbrella or hat.

Protect yourself from immediate sun damage and the long-term threat of skin cancer by always wearing sunscreen, making sure to reapply regularly after swimming or engaging in physical activity. "Some sunscreens say 'waterproof' and all that, but the truth is, if you're in the water and you're perspiring, some of the sunscreen is washing off," Arbin says.

For best results, apply sunscreen just after getting out of the shower when your pores are open, which allows more sunscreen to be absorbed. And be sure to lather sunscreen onto the places you wouldn't expect to burn, such as the tops of your feet and below tan lines, Arbin says.

Heat
Nothing can sour a beach trip quite like a case of heat exhaustion. Symptoms include feelings of weakness, dizziness and nausea, brought on when the body loses fluids and starts to overheat. If heat exhaustion goes untreated it can turn into heatstroke, which occurs when the body's sweat mechanisms start to shut down, leading to a rise in internal temperature and organ failure.

If you begin to experience any of the symptoms of heat exhaustion, get out of the heat and sun immediately, and start rehydrating with cold water, Arbin says. Avoid sports drinks and soda, which contain sugars and chemicals that need to be digested. Instead, drink plain water, which is the liquid most quickly absorbed into the body, Arbin says.

You can help prevent heat exhaustion by avoiding alcohol (which causes your body to eliminate water more quickly) and by staying hydrated throughout the day. "Thirst is not a good indication of a need to rehydrate," Arbin says. "Because when you feel thirsty, that's an indication that you're already dehydrated. So when people say, 'Wow, I'm thirsty, I better get a drink,' really you're starting to feel the signs of dehydration. So for parents, you need to push the water, you need to push the liquids."

Shifting Sands
Sand dunes can shift and collapse unexpectedly, leading to burials, bruises and broken limbs. Be careful when exploring sand dunes and don't overestimate their stability, says Travis Heggie, a professor at Bowling Green State University in Bowling Green, Ohio.

And while it's important to let kids be kids, Heggie recommends keeping a close eye on loved ones whenever you visit a beach. Watch out for pre-existing sand holes and take stock of your surroundings. "We don't want to scare everybody," Heggie adds. "Face it, the beach can be a wonderful experience, but dang it, you better have your sunscreen on, and you better be wary of the environment you're playing in."

DNP FCC listing exposes new Roku Stick remote, brings parity with Roku 3 remote

Roku introduced a new remote with audio out for its third generation player, and an FCC filing reveals its Streaming Stick will get the same treatment soon. The new remote adds a headphone out and... that's it, since the Streaming Stick already used WiFi Direct for communication and control. Users shouldn't notice much difference however, in our review the batteries lasted for hours even with headphones plugged in. How does this revised unit align with Roku's plans to become the front end for your TV? We're not sure yet, but it appears the dongle is still a part of its plans.
