Ireland to legislate for life-saving abortions

DUBLIN (AP) ? Ireland's government says it will draft a new law spelling out the right of women to receive abortions in cases where the pregnancy poses a risk to their lives ? including from a woman's own threats to commit suicide.

For two decades, successive governments have resisted passing any law in support of a 1992 Supreme Court judgment that such abortions should be legal in Ireland.

Catholic conservatives particularly oppose the suicide-threat justification, arguing it could be used to expand access to abortion beyond relatively rare cases where a pregnancy endangers a woman's life.

Tuesday's announcement follows international uproar over the October death of a miscarrying Indian woman in an Irish hospital.

Her widower said she was denied a prompt termination because the fetus had a heartbeat.

Bulky in-house R&D is quickly becoming a thing of the past, says Julia Skripka-Serry. With better outsourcing capabilities, conglomerates are ?hollowing out?, whilst new entrants are beginning to operate on fully-outsourced business models.

Fifty years ago, in-house R&D must have seemed like a great idea. Therapeutic targets flowed like wine, innovation was rife, and internal R&D capability was one of pharma?s sole keys to success. For decades, mammoth pharma conglomerates have prided themselves on being self-sufficient wonder emporiums, opening their doors only to announce the arrival of yet another life-saving formula. Half a century ago, an industry observer could hardly imagine a world where carcasses of groggy, unproductive R&D departments would litter the landscape as a brooding reminder of pharma?s glorious past.

The industry situation today is one of decadent demise. Hit hard by the patent cliff, pharma ran dry of capital which could be frivolously thrown at the pipeline in hopes of a miracle. A bitter truth dawned: in-house R&D has become horribly unproductive. Clinical trial costs soared, drug approvals plummeted, and the traditional business model became totally unsustainable (see figure 1). Around 100,000 job cuts later, an overwhelming majority of leading pharma companies can now be seen actively downsizing, if not parting with, their R&D departments.

Where did pharma go wrong?

In truth, in-house R&D was probably never an optimal model for pharma, but rather a circumstantial tactic which arose from lack of a better alternative. If you get down to the fundamental logic, having your own drug development department in the current economic context makes about as much sense as having your own textile factory if you are a clothes designer. And that is because there are now better, more economical ways of reaching the market without the need to invest in capital-intensive facilities. It seems that Big Pharma may have followed a far too outdated platform, for far too long.

Capitalizing on in-house R&D: the CRO revolution

Contract research organizations (CROs) begun to spring up roughly a decade ago, at a time when the pharma industry was enjoying immense success. Few would have predicted that this sector would eventually threaten to make the R&D department obsolete. Today, a substantial portion of CROs are ex-R&D departments of failed pipelines, with one crucial twist. Rather than being a means to reaching the market, R&D facilities have become a capital asset throughout the whole development process.

Because of this, CRO providers are now able to offer Big Pharma generous savings of 30-40% on overall drug development costs, and many are turning innovators, too. Galapagos NV, for instance, runs a successful hybrid CRO slash innovator business model which works because a significant part of the company?s revenue originates from their very own in-house R&D department. Talk about effective risk hedging.

The fully-outsourced business model

The contract services industry is in full steam ahead: there are contract service providers of just about anything, ranging from R&D to manufacturing, sales and marketing. As per the actual discovery phase, in-house departments have not done that for years, anyway. In-licensing from academia and small biotechs has long become the strategy of choice for market leaders. Lilly and Bristol-Myers-Squibb, for instance, already boast elaborate ?lead scouting departments?, whilst 50% of GSK?s pipeline is partnered in one way or another. In 2011, licensing agreements were up 14% on 2010 and 178% on 2000. In 2012 the majority of top licensing deals were in pre-clinical stages (figure 2).

Where little alternative to ?The Big Exit with Big Pharma? existed before, contract sales and marketing organizations now make it theoretically possible for start-ups to reach the market entirely without the help of large co?s. Logically, contract service providers are also realistically able to accommodate an almost entirely ?hollow? pharma business model.

Expertise can prevail over capital

The fully outsourced business model relies heavily on expertise and effective project management. For Big Pharma, minimizing on bulky facilities means the business model can focus on intellectual capital as the most important asset. For smaller players, where immense capital was previously required to compete with large conglomerates, expertise alone is now sufficient for challenging the leaders.

BioLineRx and Eli Lilly?s Chorus as the ?Hollow R&D? proof-of-concept

The idea of an ?innovation brokerage? is no longer a phantom of past speculation. A number of prototypes of the fully outsourced business model are already in operation, with remarkably promising success.

BioLineRx

BioLineRx (Nasdaq:BLRX) is a public Israeli drug development company established in 2003. BioLineRx?s business model targets the current trend of late-stage in-licensing by Big Pharma. Outsourcing every step of development, BioLineRx in-licenses promising early-stage compounds, takes them through to late Phase II clinical trials and enters into out-licensing agreements with larger players to complete the process. BioLineRx?s economical and risk-averse strategy has allowed it to initiate 4-6 projects annually, and the company can efficiently advance up to 17 projects at any given time. This stands in stark contrast with one-lead pipeline players whose capital-heavy assets in essence serve to minimize possibilities and maximize risk.

To date, BioLineRx has already entered a major partnering agreement and its pipeline consists of 6 clinical and 8 pre-clinical programs targeting schizophrenia, oncology, gastrointestinal and cardiovascular disorders, amongst others.

Chorus Pharma

Chorus is an Eli Lilly company created almost entirely around the R&D outsourcing model in 20023. As part of an outsourcing platform, which bears a striking resemblance to that of BioLineRx?s, Chorus aims to in-license early-stage compounds and to advance them through to a clinical proof-of-concept stage. The difference is perhaps that Chorus may have gone a notch further in the notion of outsourcing ? the company?s list of Third Party Providers (TPPs) includes a wide array of consultants in addition to their core expertise.

To date, Chorus has advanced a dozen of compounds through to Phase IIa trials at a cost of US$ 4.5 million and in an average of just 29 months per project. In comparison, it has been estimated that Phase I trials alone have cost Big Pharma?s in-house R&D departments an average of US$ 32 million1.

Will the fully outsourced model stick?

A fully outsourced discovery-to-market entity does not, and may never, exist. However, companies such as BioLineRx and Chorus are emerging and growing in momentum and success, bearing bold testimony to the fact that outsourcing doubtlessly delivers immense savings and profoundly minimizes risk. An even more insightful lesson which can be learned from the existing ?hollow R&D? players is perhaps the fact that the pharmaceutical industry may finally be transforming from a capital-driven to an expertise-driven market. And perhaps this natural evolution is precisely what is needed to bring waning innovation back on track.

Man suspected of involvement in Benghazi attack held in Egypt

CAIRO (Reuters) - Egyptian authorities are holding a man whose militant group is suspected of links to an attack in Libya in which the American ambassador was killed, U.S. officials in Washington and a security source in Cairo said on Saturday.

"They arrested Mohamed Gamal," said one U.S. official.

The security source in Cairo, giving the man's full name as Mohamed Gamal Abu Ahmed, said the suspect was being questioned about an alleged role in the attacks in Benghazi in September in which Christopher Stevens, the U.S. ambassador, died along with three other American officials.

U.S. officials said Abu Ahmed's group was suspected of a role in the violence but they were not sure whether he personally was involved.

Abu Ahmed, released from an Egyptian prison in 2011 after the uprising that toppled Hosni Mubarak, was originally arrested three weeks ago on charges of leading a militant cell that comprised members from Egypt and Libya.

Egyptian security sources had earlier said the Abu Ahmed group, which they said had al Qaeda backing, was planning attacks in Egypt and abroad. Others linked to the group were arrested in October, including a Tunisian and a Libyan.

(AP) ? When the New York Giants made their run to the Super Bowl a year ago, a 99-yard touchdown catch and run by Victor Cruz against the Jets seemed to be the ignition point.

It was a play that woke up an inconsistent team and turned it into a power.

If the 52-27 win over the New Orleans Saints on Sunday turns out to be the victory that gets the Giants (8-5) going again, everyone is going to point to rookie David Wilson's 97-yard kickoff return for a touchdown as the play that sparked the run.

Wilson re-energized the Giants with his electrifying run just 15 seconds after New Orleans returned an interception for an early score, and he didn't stop there. The first-round pick from Virginia Tech also ran for 100 yards and two more scores and piled up a team-record 327 all-purpose yards in a breakout performance that allowed New York to maintain a one-game lead over Washington and Dallas in the NFC East with three games to play.

"He made some huge plays today when we needed it the most and some were unexpected," said Cruz, who added eight catches for 121 yards and a touchdown. "We would watch him in practice just do amazing things, whether it be breaking plays or making some cuts that we only see guys that are Hall of Famers make. He's definitely the most athletic on the team and he made some big plays today."

It's been a long time coming. Wilson showed potential in training camp but fumbled in Dallas territory in the season opener and spent much of the last two months in Tom Coughlin's doghouse. His role is probably going to pick up with Ahmad Bradshaw now iffy with an injury to his left knee.

"To come up and have a breakout game like this is an excellent feeling," said Wilson, who became the first NFL player to have 200 yards in kickoff returns and 100 yards rushing in a game. "You want to have a good game every game. I went out there and my teammates went out there and we played great."

Wilson wasn't the only one. Eli Manning chipped in with four touchdown passes. The defense forced four turnovers by New Orleans (5-8), including two interceptions by Stevie Brown, and the kickoff return team accounted for a team-record 287 yards.

"A win is always good and a win is always a confidence booster and for us to go out there and play a full, dominant game with all three phases of the game, I think that speaks volumes for this team and what direction we're headed," safety Antrel Rolle said.

The performance came hours after Washington and Dallas rallied to win, requiring New York to win to stay in first place.

The loss all but ended the playoff hopes of Drew Brees and the Saints (5-8), who dropped their third straight game and had a three-game winning streak against the Giants snapped.

"We've shown the resolve and the resiliency to never give up," Saints cornerback Jabari Greer said. "We're not going to go that. This is football and sometimes you fall down. We fell down hard today. We're going to fight and never give up."

Manning had TD passes of 6 yards to Martellus Bennett, 5 yards to Domenik Hixon, 25 yards to Hakeem Nicks and 10 yards to Cruz. Wilson scored on runs of 6 and 52 yards and hit 100 yards on only 13 carries for the biggest day of his short career.

The 52 points are the most for the Giants since scoring 55 against Green Bay in 1986. It also was the most given up by New Orleans, whose defense is run by former New York coordinator Steve Spagnuolo.

"I wouldn't say we're fragile," said linebacker Jonathan Vilma, whose fate for the balance of the season might be decided Tuesday when former Commissioner Paul Tagliabue hands down a decision on his Bountygate suspension appeal. "I wouldn't know what to call it. We're accustomed to finding ways to win. This year, we're just not good enough to overcome a lot of the mistakes. We have to be more conscious in games and more detail oriented in practice about how we handle our business on Sundays."

Darren Sproles scored on a 13-yard run and caught a 9-yard touchdown pass from Brees late in the third quarter, cutting the Giants' lead to 35-27.

However, Jerrel Jernigan returned the ensuing kickoff 60 yards to set up Manning's touchdown pass to Cruz. New York iced the game when Brown went 70 yards with his second pick to set up Lawrence Tynes' 39-yard field goal.

The afternoon seemed to take a bad turn for New York when Dallas rallied for a 20-19 win over Cincinnati and Washington beat Baltimore 31-28 in overtime despite losing Robert Griffin III to a knee injury. Elbert Mack then intercepted Manning in the left flat and returned it 73 yards to give the Saints a 7-0 lead.

Wilson turned it all around in a mad dash.

"Our concern for the next three weeks is the New York Giants and that's all we can focus on," said Manning, who completed 22 of 35 for 259 yards.

Brees, who had never lost to the Giants and had eight TD passes and no interceptions in the last two games, finished 26 of 43 for 354 yards.

NOTES: Hixon held the Giants single-season record for all-purposes yards at 303 in 2009. ... Wilson also set a single-season record for kickoff return yards with 1,301 yards. ... Brown has broken the Giants single-season record for interception return yards with 259 on seven interceptions. The old mark of 251 was set by Dick Lynch and Emlen Tunnell. ... NJ mayor Booker to decide soon on governor's bid

NEWARK, N.J. (AP) ? Democratic Mayor Cory Booker of Newark, N.J., a prominent figure in his party, said Sunday that he'll decide within two weeks whether to challenge Republican Gov. Chris Christie next year.

Booker, who leads the state's largest city, also told CBS' "Face the Nation" that he's thinking about running for the U.S. Senate.

He said he has to decide on a gubernatorial bid in the next couple of weeks out of respect for his party and other Democratic candidates who'd like to take on the outspoken Christie.

"I've got to give my party and be a part of my party's push forward, whether it is with me as a candidate or with supporting other candidates for that office," Booker said.

Speculation about the political future of the 43-year-old Booker has been high for much of his second term as mayor. He had planned to announce his intentions shortly after the presidential election, but those plans were put on hold as he dealt with Superstorm Sandy and its aftermath.

Christie has announced he's running for re-election. Recent public opinion polls have ranked Booker as the Democrat who could come closest to beating the GOP incumbent, but they also show strong support for Christie.

As for the Senate, the seat held by 88-year-old Democrat Frank Lautenberg is up in 2014. Lautenberg has not announced plans to step aside.

Booker is known perhaps as much for his large Twitter following of more than a million users and interaction with residents as he is for governing. He once shoveled residents' snow during a storm and invited people who were without electricity during Sandy to spend time at his home.

PSY will sing for president despite anti-US rap

South Korean sensation PSY will perform at the "Christmas in Washington" concert taping Sunday as planned despite furor over a graphic anti-American rap he delivered in 2004, TNT told NBC News on Friday. President Barack Obama and Michelle Obama are scheduled to attend the concert.

The singer issued an apology Friday after a pair of America-bashing incidents became public.

At a 2004 protest concert, he rapped lyrics that The Washington Post translated as: "Kill those (expletive) Yankees who have been torturing Iraqi captives. Kill those (expletive) Yankees who ordered them to torture. Kill their daughters, mothers, daughters-in-law, and fathers. Kill them all slowly and painfully."?MTV News reports?that instead of "Yankees," PSY actually rapped "bitches."

The graphic lyrics were not PSY's own, but from the song?"Dear American," by South Korean metal band N.EX.T.?

PSY performed the song?as part of a protest concert after a South Korean missionary and translator,?Kim Sun-il, was beheaded by members of an Islamist group after South Korea refused to cancel plans to send more troops to Iraq and withdraw those already there.

At an earlier concert, in 2002, PSY smashed a model of an American tank, Korean media sources say, protesting the acquittal of two U.S. military men who were involved in?an accident that killed two South Korean teenagers.

"As a proud South Korean who was educated in the United States and lived there for a very significant part of my life, I understand the sacrifices American servicemen and women have made to protect freedom and democracy in my country and around the world," PSY said in an apology statement given to NBC News.

"The song I was featured in ? eight years ago ? was part of a deeply emotional reaction to the war in Iraq and the killing of two Korean schoolgirls that was part of the overall antiwar sentiment shared by others around the world at that time. While I'm grateful for the freedom to express one's self, I've learned there are limits to what language is appropriate and I'm deeply sorry for how these lyrics could be interpreted. I will forever be sorry for any pain I have caused by those words."

PSY's statement went on to say, "I have been honored to perform in front of American soldiers in recent months ? including an appearance on the Jay Leno show specifically for them ? and I hope they and all Americans can accept my apology. While it's important we express our opinions, I deeply regret the inflammatory and inappropriate language I used to do so. In my music I try to give people a release, a reason to smile. I have learned that through music, our universal language, we can all come together as a culture of humanity and I hope that you will accept my apology."

The event will be taped Sunday for broadcast on TNT Dec. 21. The Obamas and other Washington notables are scheduled to attend. Conan O'Brien hosts the concert, and Diana Ross, Demi Lovato and Scotty McCreery are also scheduled to perform. PSY is scheduled to close out the concert with what TNT calls "a special performance." Proceeds from the concert benefit?benefit the Children?s National Medical Center.

A short-lived petition urging that PSY be removed from the concert lineup was posted to whitehouse.gov, but the petition is no longer live, and a message on the site says it was pulled for violating the site's terms of participation.

PSY's song "Gangnam Style," about the lifestyle in an affluent section of Seoul, exploded in popularity in recent months, has more than 900 million hits on YouTube, and has been parodied numerous times as its fame grew.

Born in the Gangnam District of Seoul that his song makes famous, PSY briefly studied at Boston University and Berklee College of Music. His birth name is?Park Jae-sang, but he told TODAY.com in September that his singing name comes from the word "psycho," adding that to him, it means an expert in something, such as music and dancing.

3 beers Americans no longer drink

While sales of specialty, craft, and small-market beers have improved dramatically, many of the traditional, full-calorie beers that were once the staples of most breweries have fallen behind. In the five years ending in 2011, sales of Budweiser, which was once the top-selling beer in the country for years, have fallen by 7 million barrels. Sales of Michelob are down more than 70 percent. Based on data provided by?Beer Marketer?s INSIGHTS, 24/7 Wall St. reviewed the nine large -- or once-large -- beer brands with a five-year decline in sales of 30 percent or more.After three years of declining sales, shipments of domestically sold beer are up by more than 1 percent in the United States this year. Sales of light beer and specialty beer, such as Budweiser Light Platinum, Shock Top, and Blue Moon, have been the driving force in the resurgence of U.S. breweries.

24/7 Wall St.: States That Drink the Most Beer

While regular, full-calorie beer was once the mainstream, now light has become the primary beer of choice. Budweiser, once by far the most popular beer, has now fallen to third place in domestic sales, with 17.2 million barrels shipped in 2011, compared to Coors Light?s 17.4 million. The U.S. beer leader is, by a long shot, Bud Light, with 39.15 million barrels sold last year.

Budweiser did not quite make the 30 percent decline in sales cutoff for our list, but many other traditional brews did. Old Milwaukee, Milwaukee?s Best and Miller Genuine Draft have all lost 50 percent of their sales since 2006. Michelob shipped 500,000 barrels domestically in 2006, but sold just 140,000 in 2011.

While light beer has supplanted full-calorie beer in popularity, sales of most leading light brands have been flat over the past several years. In fact, many of the beers on our list with the biggest declines are light beers that either didn?t catch on or faded out of popularity. ?In an interview with 24/7 Wall St.,?Beer Marketer?s INSIGHTS?executive editor Eric Shepard explained that it is specialty beers and craft beers -- not light beer -- that have eaten into sales of traditional full-calorie beer in the past year.

Shepard explained that like most major brand-centered industries, the beer industry has entered a period of aggressively marketing new brands and flavors. ?I think that part of the reason that brewers felt we had three down years was primarily the economy... but it was also a lack of innovation, and so now you?re seeing [the beer industry] rev up these things,? he said. ?The buzzword for this year was innovation.?

To combat the growing popularity of craft brews, major breweries such as Anheuser-Busch Inbev and MillerCoors have aggressively marketed their own specialty beer. Bud Light Platinum, which debuted during the Super Bowl, has been very successful, beating most expectations. Shock Top, also produced by Anheuser-Busch, sold 600,000 barrels last year, more than double the previous year?s sales. Another Belgian white beer, Blue Moon, which is sold by MillerCoors, was the 18th-most popular beer?sold?last year. Shepard expects the focus on nontraditional brews to continue at least through next year. This will likely further reduce sales of the declining brands on our list.

?24/7 Wall St.: The Best and Worst Run States in America

24/7 Wall St. identified the nine beers Americans no longer drink based on INSIGHTS top 50 beer brands with at least 500,000 barrels in sales in either 2006 or 2011 with sales declines of 30 percent or more over the same period. Sales for flavored malt beverages and craft beers were excluded from the analysis.

American consumers have abandoned Michelob -- a lager brewed since 1896 -- at a faster rate than any other beer. From 2006 to 2011, sales declined from 500,000 barrels to 140,000, with a 20 percent drop between 2010 and 2011 alone. No other beer on this list sold less than Michelob. The next-lowest selling beer, Amstel Light, still sold 200,000 barrels more than Michelob last year. The brand has not always struggled. According to?Beer Marketer?s INSIGHTS??Eric Shepard, ?the superpremium category -- basically between Budweiser and the imports -- Michelob pretty much had that to itself for many years.?

From 2006 to 2011, shipments of Michelob Light fell by 66.3 percent, more than any other major light beer in the U.S. While sales of Michelob Light declined, sales of Michelob Ultra -- introduced in 2002, with just 95 calories per 12 ounces -- rose by 10.3 percent from 2006 to 2011. Anheuser-Busch InBev no longer prominently markets the beers on its websites alongside the better-selling Michelob Ultra. Between 2010-2011, sales of Michelob light fell by 19 percent, more than all but two of the top brands we reviewed.

Budweiser Select, introduced in 2005, claims to offer a ?distinctively full flavor,? with just 99 calories per 12-ounces -- roughly the same as Michelob Ultra. The brand has not sold well since its introduction, with sales declining by 1.2 million barrels between 2006 and 2011 -- more than all but a few top brands. In 2009, Anheuser-Busch InBev also introduced Budweiser Select 55, which the company describes as ?the lightest beer in the world with fewer calories than any other beer option currently available.?

Geithner: Ready to go over 'cliff' if necessary

WASHINGTON (AP) ? Treasury Secretary Timothy Geithner said Wednesday that the Obama administration is "absolutely" ready for the economy to go over the "fiscal cliff" rather than accept a budget deal that doesn't include higher tax rates for top earners.

Geithner said the administration thinks budget deficits are so large that they can't be closed without boosting tax rates on the highest-earning 2 percent of Americans. Most Republicans oppose higher rates for any taxpayers.

"There's no prospect in an agreement that doesn't involve those rates going up on the top 2 percent of the wealthiest Americans," Geithner said in an interview on CNBC.

Geithner's comments immediately drew fire from a top Republican senator.

"This is one of the most stunning and irresponsible statements I've heard in some time," said Sen. Orrin Hatch, R-Utah. "Going over the fiscal cliff will put our economy, jobs, people's paychecks and retirement at risk, but that is what the White House wants, according to Secretary Geithner, if they don't get their way."

The fiscal cliff refers to the tax increases and deep spending cuts that will take effect in January unless Congress and the White House reach a budget deal first.

In the interview, Geithner also said the administration would reject a budget plan that didn't include an increase in the federal borrowing limit. The current limit is expected to be reached either late this month or early next year.

"We are not prepared to have the American economy held hostage to periodic threats that Republicans will force the country to default on our obligations," Geithner said. "That would be a terrible thing for the financial security of the average American, for businesses, for confidence around the world and the United States."

Geithner said he still thinks progress is being made in the budget negotiations and that the outlines of an agreement are becoming clearer.

"They look inevitable," he said.
